Why We Built It in Oman, Not Adapted It Later
Most HR software sold in Oman was built somewhere else. It was made for a generic business in another country, then adjusted for the local market afterward. The Oman parts feel bolted on, because they are.
We did the opposite. We build software in Muscat. NoorHR came from working alongside HR managers and payroll administrators who run Omani organizations every day. We listened to what kept breaking in their current systems. Then we built around those real problems from the start. It is the same approach we take with every custom software project we deliver.

The daily HR work. Digital employee records with documents and history. Attendance tracking that detects overtime automatically. Self-service leave with proper approval chains, so leave stops living in WhatsApp. One-click payroll across departments and branches, with overtime, loans, and adjustments handled cleanly.
The Oman compliance layer. This is where local building pays off. NoorHR calculates PASI contributions using the official splits, so nobody does the math by hand. It generates Wage Protection System files in the SIF v4.1 format issued by the Central Bank of Oman, the format the banks actually accept. It calculates end-of-service gratuity under Royal Decree 53/2023, the current labour law, and it tracks service before and after the 31 July 2023 change separately, then combines them. It also tracks passport, visa, work permit, and labour card expiry for every employee, with alerts well before deadlines turn into penalties.
The multi-company piece. For holding groups, NoorHR keeps each company separate. Every entity has its own employees, its own payroll cycle, and its own data, with full separation between sister companies. You can still roll up reporting across the group when you need to.
